All my other settlements with people in them make and gather other stuff for me, scrap, water, food, caps. They are self sufficient, and can't be unhappy.
I have robot-only settlements, linked to a supply chain that only has robots as the couriers. If you plan your settlements well, you will be able to afford almost any type of ammo you want. My advice is that this is where DLC and the settlement system really shine to solve your problem, without mods or console commands. So it is just a fun use-once-in-a-while novelty weapon, but for that its pretty heavy to carry around :(. Heck, a tiny short 0.5 second burst from it is much more expensive to shoot than a missile from missile launcher is!
they cost $14 a bullet! Emptying even a small location will easily consume 100+ bullets, thus you will lose more $ by using it than you can gather from the locations and enemies. And even with charisma 10 and 2 levels in trading perk that makes shops cheaper. Problem with it is, that it consumes ammo pretty fast, and the ammo for it is rare.
